Big-time drug suspect Arvin Lizarda, alias “Arvin Baliw,” was caught by policemen during a buy-bust operation in GSIS Village, San Pedro City on Monday night (May 1, 2017). A drug lord operating in the 1st District of Laguna, the suspect was under police surveillance for two weeks before his arrest.
