PRRD says Ease of Doing Biz law gaining momentum

MANILA – President Rodrigo Duterte said Monday the Ease of Republic Act No. 11032, or the Ease of Doing Business (EODB) and Efficient Government Service Delivery Act, has eased the burden of businesses and the public in transacting with government offices.
 
In his fifth State-of-the-Nation Address (SONA) delivered at the Batasan Pambansa, President Duterte said the government is closer to eliminating overregulation in government services through the EODB law.
 
“We assure you that the landmark Ease of Doing Business and Efficient Government Service Delivery Act has been gaining momentum,” he said.
 
The President said the frontline process in consular services, processing of building and business permits, and services for overseas Filipinos workers were streamlined.
 
Passport and driver’s licenses validity were also lengthened to ease the burden of the public, he added.
 
The Chief Executive also directed the Anti-Red Tape Authority (ARTA) --the leading agency implementing the EODB law, Department of the Interior and Local Government (DILG), and the Department of Budget and Management (DBM) to make possible government services to be available online particularly in this time of coronavirus disease 2019 (Covid-19) pandemic.
 
“We need to adjust and adapt to (a) paperless type of business and work performance,” he said adding that e-governance will empower people with the services they need at the comfort of their homes.
 
“It will enable our bureaucracy to better transition into the new normal and cut and minimize red tape,” President Duterte said.
 
He added the national government will implement a system that will make physical queuing in government agencies "a thing of the past".
 
"Panahon na para mawala ang pila, para mapagsilbihan ng gobyerno nang walang kahirapan sa tao. (It is time to eliminate queuing for government services and ease the burden of the public),” the Chief Executive said.
 
The President signed the EODB law in 2018 to fast-track government transactions by streamlining processes and reducing processing time in all government agencies, including local government units and government-owned and controlled corporations. (PNA) #DuterteSONA2020 #WeRiseAsOne
