Ranking NPA exec nabbed in Ilocos Sur

MALASIQUI, Pangasinan – Authorities have arrested a high-ranking New People's Army (NPA) official in Barangay Macabiag, Sinait, Ilocos Sur.

In a statement on Thursday, Police Regional Office (PRO) 1 (Ilocos) Director, Brig. Gen. John Chua, identified the NPA official as Casimiro Binayon, also known as Ka Bansay, Ka Rigor, Ka Peter, and Agustin Felicitas.

“Binayon is the Executive Committee Member of the Ilocos-Cordillera Regional Command and former Secretary of the dismantled Kilusang Larangang Guerilla-Ifugao,” Chua said.

Binayon was arrested on March 26 under an arrest warrant for murder issued by 2nd Judicial Region presiding judge Joseph Baguilat of the Regional Trial Court Branch 14 in Lagawe, Ifugao, dated Nov. 18, 2011, with no bail recommended.

Confiscated from the suspect were subversive documents (Pahayagan ng Partido Komunista ng Pilipinas, Ilocos Human Rights Alliance-Karapatan), two cellphones, a memory card, various SIM cards, a vaccination card, and a PhilHealth ID under the name of Agustin Bandao Felicitas.

Chua said joint tracker teams of the Provincial Intelligence Unit, Ilocos Sur provincial police, together with the 73rd Military Intelligence Company (Co-lead Unit), and others have been monitoring the suspect before the warrant was served. (PNA)
