BCDA opens bidding for Clark airport operator

MANILA -- The state-owned Bases Conversion and Development Authority (BCDA) has opened the bidding for the operations and management (O&M) contract of Clark International Airport Monday.

This followed the National Economic and Development Authority (NEDA) Board's recent approval the PHP5.61-billion Clark International Airport Expansion Project and O&M Public-Private Partnership (PPP) Concession.

BCDA's management announced that it will make the bidding documents for the project available by May 7. BCDA President and Chief Executive Officer Vivencio Dizon said his office aims to award the contract for the Clark airport project in August this year.

“The new terminal is going to open in the first half of 2020. It’s on track. We have no indications of delay. It’s moving full speed ahead and I think we can even gain more momentum as we move towards the next phases of construction,” Dizon said.

In a previous interview, Dizon explained that this project would pioneer the "hybrid PPP model" as envisioned by the Duterte administration.

He explained that under the hybrid PPP model, the government will fund the construction of the infrastructure while operations and management will be undertaken by the winning firm from the private sector. (PNA)
