MANILA – The Manila Electric Company (Meralco) announced on Thursday that it opened the bidding for 1,200 megawatts (MW) baseload requirement through a 15-year Power Supply Agreement/s (PSA/s).

Earlier, the Department of Energy (DOE) issued a Certificate of Conformity on the Terms of Reference (TOR) for the 15-year PSA/s, which will be effective upon the Energy Regulatory Commission’s approval.

The distribution utility has called on interested power generation companies to participate in the Competitive Selection Process (CSP), with the deadline for the Submission of Expression on Interest on Dec. 11, 2023.

Pre-bid conference will be held on Dec.18, 2023, while the Bid Submission deadline is on Jan. 23, 2024.

“This CSP, which was based on Meralco’s DOE-approved Power Supply Procurement Plan, is meant to meet the power distribution’s future capacity requirements, including the 1,000 MW net supply that was covered by its PSAs with change in circumstance cases that are pending resolution,” Meralco said.

Pursuant to DOE’s advisory on the conduct of CSP, Meralco’s TOR highly encourages power suppliers with natural-gas fired power plants to join the bidding.

Under the TOR, operations for the initial 800 MW shall begin on Dec. 26, 2023, followed by additional 200 MW on Feb. 26, 2024 and 190 MW on March 26, 2024.

Meralco conducts such bidding to ensure continued availability of sufficient and reliable supply for customers within its franchise areas. (PNA)
