DBM chief, regional execs to tackle budget strategies, priorities

MANILA – Department of Budget and Management (DBM) Secretary Amenah Pangandaman is set to hold the first quarterly coordination meeting with the agency’s regional officers (ROs) to discuss the “best” budgetary strategies and practices.

In a statement on Thursday, the DBM said the first Quarter Regional Coordination Meeting (RCM) for calendar year 2024 will be in Legazpi City, Albay on Friday.

“DBM Secretary Mina F. Pangandaman is set to personally attend the event and bring the different ROs up to speed with the latest initiatives of the agency, such as the ongoing transformative reforms being implemented to improve fiscal responsibility, accountability, transparency, and good governance,” the DBM said.

“Directors and Assistant Directors from the Regional Offices of DBM will convene to discuss budget best practices and strategies, development priorities, as well as how to enhance coordination and cooperation for more efficient financial governance,” it added.

The DBM said the conference will focus on important topics such as the national government’s full devolution effort, the National Government Rightsizing Program (NGRP), and capacity-building activities for local government units (LGUs) and local budget officers.

The digitalization programs, modernization of the country's procurement system, and the Philippine Open Government Partnership (PH-OGP) would also be discussed in the first quarter RCM, the DBM said.

“In addition to maintaining alignment within the DBM regarding its plans and objectives, the RCM serves as a forum for addressing current and unresolved concerns brought up by the ROs,” it said.

The quarterly RCM brings together key officials from central and regional offices to discuss budgetary strategies, share best practices, and strengthen coordination and collaboration for efficient financial governance.

It also serves as an avenue to hear the prevailing and unresolved issues and concerns of ROs, as well as provides updates on the department’s initiatives.

The RCM corresponds with Pangandaman's inclusive leadership, which seeks to enhance the competency of Public Financial Management practitioners and budget officers.

Pangandaman has made a commitment to ensure the fair, prudent, and responsible allocation and utilization of public funds to enhance the Filipinos’ quality of life. (PNA)
